The Disaster Risk Reduction and Management System in the Philippines

On Thursday 15th May 2014 Cebu Daily News published an article to welcome Baltazar Tribunalo Jr, the new Disaster Management Office Chief of the Government of San Francisco.

The National Disaster Risk Reduction & Management Council (NDRRMC), formerly known as the National Disaster Coordinating Council (NDCC), is a working group established in 2009. Various government, non-government, civil sector and private sector organizations participate in the Council with the purpose of ensuring the protection and welfare of Filipino communities during disasters or emergencies. The NDRRMC is supported by a network of offices, instituted at the regional, provincial, municipal, city and barangay (smallest administrative division in the Philippines) levels.

The independent newspaper reported that Disaster Risk Reduction and Management officers have been designated in most towns and cities, but they lack a “true office with a competent staff”. In fact, Mr. Tribunalo stated that “Out of the 51 component LGUs [Local Government Units], I would say that only San Francisco in Camotes Island has an independent municipal disaster risk reduction unit”.

We are proud to cooperate with such a qualified team in the recovery of L.Tanza Secondary School and the Cash-for-Work project for environmental rehabilitation of the island after typhoon Hayan.
